6(a) An Ordinance establishing the salaries for the members of Council and Council President; repealing all Ordnances in conflict herewith, and declaring an emergency

6(b) A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.
