6(c) A Resolution declaring the necessity for public sidewalk repair and replacement and authorizing and directing the Safety Service Director to award a contract for such repair and replacement of public sidewalks to the lowest responsive and responsible bidder at a cost to the city not to exceed $400,000.00; and declaring an emergency.
